ETIPP Overview

The U.S. Department of Energy’s (DOE’s) Energy Technology Innovation Partnership Project (ETIPP) helps coastal, remote, and island communities increase their energy resilience through technical assistance and direct funding.

The program is supported by a network of four national laboratories led by the National Renewable Energy Lab (NREL) and nine regional partner organizations, like STEM NOLA, that provide modeling, analysis, capacity building, education, and regional insight to support communities in developing secure, reliable, and affordable energy systems.

STEM NOLA is a Regional Partner for the Gulf Coast and provides support for eligible communities in Louisiana, Texas, Alabama, Mississippi, and Florida. Additional support for this area comes from Gulf Coast regional partner Southeast Sustainability Directors Network (SSDN).

Technical Assistance

The program offers vital technical assistance for communties centered on strategic energy planning and support for targeted energy projects.

Communities with an existing energy plan or active project can benefit from in-depth technical assistance, while those lacking a plan can participate in strategic energy planning to develop a comprehensive energy plan.

STEM NOLA

STEM NOLA is actively recruiting communities and is ready to offer information about the application process.

Applications for Cohort 5 have closed. Applications for Cohort 6 are set to open in 2026. Reach out to our Project Manager if you are interested in applying.

Note: Communities must consult with a Regional Partner before applying.

Applications

Eligible communities include those situated along the Gulf Coast, which are experiencing energy resilience challenges due to their coastal, remote, and island geography, aging infrastructure, and exposure to harsh weather conditions, among other considerations. Potential applicants may consist of local governments, Tribes and Tribal organizations, community-based organizations such as nonprofits and NGOs, academic institutions, and special purpose districts like school districts, water districts, municipal utilities, and electric cooperatives.
